MINUTES OF DECEMBER 21, 2006

APPROVAL OF MINUTES: The minutes of September 21, 2006 and October 19, 2006 were approved as submitted.
DIRECTOR’S REPORT:
Commitments of $28,000 each from the City, County and WVU, totaling $84,000, were confirmed to supplement WVDOH funds for a detailed study of the proposed Falling Run Corridor;
Correspondence received making the widening of Beechhurst Avenue a top priority;
Reported on response from the Governor’s office to Bill Reger-Nash’s request for diversion of 10% of highway funds for bike/pedestrian facilities;
A lap top computer was purchased by the MPO Director with video for traffic/roadway modeling;
Reviewed correspondence sent to the City regarding interim short term solutions for local traffic problems.
SECRETARY/TREASURER’S REPORT:
Bob Bell reported (As of 12/14/06) a beginning balance of $27,771.20, expenditures totaling $17,406.52, leaving an ending balance of $10,364.68. Frank Scafella moved to approve the report. Bill Byrne seconded it. The motion unanimously passed.
LOCAL DOT REPORT: None
COMMITTEE REPORTS:
CAC: Discussed some roadway changes in the Suncrest area.
TAC: Asel stated he would like the committees to stay active.
OLD BUSINESS: None
Frank Scafella moved that the Morgantown High Street Streetscapes be included into the 2006-2009 TIP. Bill Byrne seconded it. The motion unanimously passed.
Frank Scafella then moved that the WV7 Brookhaven Road-Resurfacing Project be included into the 2006-2009 TIP. Bob Bell seconded it. The motion unanimously passed.
Bill Byrne moved to include the I-68 Cheat Lake Bridge repairs into the 2006-2009 TIP. Bob Bell seconded it. The motion unanimously passed.
Ron Justice then read the following resolutions: Resolution 2007-02 revising the TIP to include I-68 Cheat Lake Bridge, Brookhaven Road resurfacing and the Morgantown High Street Streetscapes; Resolution 2007-04 endorsing the 2030 Regional Transportation Plan as its official long-range transportation plan. Bill Byrne moved for approval of the resolutions and they be sent to Charleston. Frank Scafella seconded it. The motion unanimously passed.
Resolution 2007-03 which approves adding an additional member to the Policy Board will be addressed at the January MPO meeting.
PUBLIC HEARING:
REGIONAL TRANSPORTATION PLAN: Bill Troe of URS gave a power point presentation of the Regional Transportation Plan. After the public comment period was over, Chet read the resolution adopting the entire plan, in concept, as outlined. A roll call vote of all Policy Board members present was taken, and the resolution was unanimously accepted.
