Minutes




  1. Attendance:


The meeting began at 1:35 in the 2nd floor conference room of the Morgantown Municipal Airport. Those in attendance were Dave Bruffy, Donald Bailey, Asel Kennedy, Chet Parsons, John Jeffrey, Mark O’Brien and Chris Fletcher.


II. Housekeeping:


Chet passed out handouts regarding the amendment to the Transportation Plan which covers that detailed traffic study of the Falling Run Corridor, Beechurst Avenue and the 705 Connector. The traffic study is already being conducted and will last until the approximately early fall.


A letter from the Department of Highways regarding the West Run Student Housing project and the retaining wall which was incorrectly built in the DOH Right of Way. The solution is the developer is going to dedicate some of their property along the south side of West Run Road and re-align the road around the retaining wall.


III. Presentation:


Dave Bruffy gave a presentation on the growth and future plans of Mountain Line Transit. Some 2006 highlights included: 12 new buses, additional routes and increased ridership. Service Statistics include: 55 employees working three shifts, 29 revenue service vehicles, 18 separate routes, 892,567 miles traveled and 51,825 hours of service. Current capital projects include: 1) automated fareboxes in all buses: These will interface with smart cards and displays correct change. It issues and validates magnetic cards such as WVU id cards. 2) Bus stop shelters: Seven shelter will be installed around town this summer. 3.) Bus stop signage: Fifteen lighted signs will be installed this summer.

Additional service projects include: 1.) Silver line which will put a 30 minute service on Van Voorhis Road which will connect to towers and the Evansdale PRT. 2.) A new service to Flagship Ridge is being considered which will connect the housing complex to downtown. 3.) A proposed route from Morgantown to Charleston and Morgantown to Pittsburgh are being reviewed.


Future Capital Consideration include: a new downtown Morgantown location, an Evansdale Intermodal Station, vehicle replacement plan, and additional park and ride facilities.


IV. User Fee:


Asel Kennedy said that the Governor got the legislation passed and that the MPO needed to start moving forward with the User Fee. Asel is looking for a small group of individuals to form a committee to research and report on the User Fee. He hopes the committee will be established within the next two to three weeks. He also hopes to have the User Fee on the ballot in September.



V. Next Meeting:


The next meeting of the TAC will be on May 8, 2007 at 1:30 in the second floor conference room of the Morgantown Municipal Airport. The presenter for this meeting is the Morgantown Utility Board.
